Answer
Yes, a person is covered while they are on a recess break and a lunch break, however they should always let the supervisor or someone know if they are taking a recess break, for example if they were leaving the workplace to go to purchase a newspaper or a coffee, they should let someone know, but they are definitely covered during recess breaks and lunch breaks.
